Fix Advanced Trading Selling + new Var
New variable to configure whether or not the player will need to key to
sell a vehicle. DZE_SaleRequiresKey = false;

No longer require key to sell a vehicle
Still requires the vehicle to be local, meaning you were the last person
to be in the driver seat.
